Garbage Pail Kids i think were a retaliation to Cabbage Patch Dolls (?) and were a very 80s thing.
There were several series' of stickers, each packet came with a piece of gum, then the card backing to the stickers formed a big picture of one of characters.
I can't accurately remember the names, but examples of the sort of characters would be things like: Nerdy Ned - which would be a skinny nerd with glasses & calculator, Undead Seth (i think was a real one) which would be a zombie... you get the idea. (i'm sure i got some hidden away somewhere, dunno where, i'm a hell of a hoarder!)

Dunno about Garbage pail kids I was too old in the 80s to enjoy toys boohooo lol...
I remember chewing gum with stickers and cards tho, even from my day, and the ones that had tattoos in them! BOY did we think we were cool with our tats all over our arms, legs hands, where ever we could put them lol and they used to take ages to come off. Mum would make us scrub them ready for school and it would only ever rub a bit off, and youd end up with black dotty bits all over your arms instead lol _________________

ha ha!!
not thought of this til few minutes ago, i googled them....
found a few i remember & loads i don't, what surprises me is that i think they're still going (??) or somebody is wasting too much time on their art/photoshop software (!!!?), as i found a couple with spoofed pop culture figures (eg: the 'excellent' Harry Potter one)

...there were hundreds/thousands of characters, but at least the 'uneducated' has now had a glimpse into the tasteful world of the G.P.K.!
